Rowley first made the claims public on the Facebook page Lubbock Lampoon. She and Parrish both took office in January 2019, and she says they became good friends over the years. She would tell him about interesting days in court, catching him in the parking lot or the halls.
Rowley says she visited his office in August 2024, shortly after her brother died, looking for comfort. He gave her a big hug. About a week later, she says, she went back, and Parrish closed the door, hugged her and kissed her on the mouth. A third visit brought more hugging and kissing, then touching through her clothes, and he placed her hand on his crotch, she says. It all happened over about a month.
Parrish offered no further comment.
Rowley has not reported the allegations to police or filed a court action. She also skipped human resources because she did not think anything would be done. She described Parrish as "the most powerful man in the county," which she says is part of why she did not know what to do.
