Sanders started the group in May after conversations about data centers at Texas Tech sparked concern among neighbors. Months of back and forth led to a sit-down at Citizens Tower, in Mark McBrayer's office, where Sanders worked line-by-line through the resolution with council member Christy Martinez-Garcia, Gordon Harris and the city's attorney. Everyone at the table checked the language for legal soundness before signing off on a final draft.

Tuesday, council approved the call for a pause, giving the city room to sort out how it wants to handle future data center proposals before more land gets committed. Sanders called it a sign things are moving in the right direction.

The pause matters for residents near potential data center sites. Large-scale data centers raise questions about power use, water draw and land use that Lubbock hasn't answered yet. Now city officials can work through those questions with a vetted resolution in hand, instead of reacting after a project already breaks ground.

One resident with a folder of notes and enough persistence turned a spring conversation at Texas Tech into a citywide policy pause by fall.
