Texas Gov. Greg Abbott's directive to freeze all new data center connections to the state power grid has split the industry that had been racing to expand across Texas, with some operators backing the pause and others warning it could stall billions in planned investment.

Abbott, who had previously supported data center growth, issued the order earlier this month, directing state agencies to conduct a full audit of pending projects before any new grid hookups are approved. The review will examine each project's planned power draw, water consumption, and ownership structure. Texas had built its reputation as the go-to destination for data center development partly because of faster power approval timelines compared to other states.

That reputation is now in question. Texas is currently the nation's fastest-growing data center market and was on pace to overtake Virginia, the longtime industry leader, as the largest market by 2030. Lubbock sits inside the ERCOT grid footprint, and large-scale power consumers moving into West Texas have been a recurring topic in local utility conversations.

For people here, the freeze matters because data center projects bring construction jobs and long-term tax base, but they also put serious pressure on a grid that already showed its limits during past winter storms.
