Advocacy groups are raising that concern directly, arguing the administrative barriers are cutting off people the program is designed to serve.

Officials say it's still too early to know the full downstream effect of the policy changes. SNAP serves millions of low-income households nationwide, so even a fraction of a percentage point represents a significant number of people losing access to groceries.

The government's own estimates did not anticipate a drop this sharp this fast.
