Is ICE agent Christian Castro a fugitive? Texas and Minnesota disagree

Texas Gov. Greg Abbott is blocking the extradition of ICE agent Christian Castro to Minnesota, where a judge found probable cause to charge him with shooting a man during an immigration operation in Minneapolis and lying about what happened.

Texas Rangers arrested Castro on a Minnesota warrant in May. Three months later, Texas released him without sending him back to face the charges. Abbott says he has "serious concerns" about whether Castro qualifies as a fugitive, pointing to "publicly available information" that Castro returned to Texas for work rather than to dodge prosecution.

Minnesota disagrees. The state considers Castro a fugitive, and the standoff between the two governors has turned a criminal case into a constitutional question about how extradition law works when a state decides it doesn't like the answer.

Castro's attorney said during a June bail hearing that his client was in the Rio Grande Valley fulfilling job obligations at the time of his return to Texas, not running from a court. That distinction is doing a lot of work in Abbott's argument, and Minnesota hasn't accepted it.
