The police association is asking for a one-year deal that includes 10 new patrol positions and a five percent raise for Lubbock's sworn officers. That package would cost roughly $3 million more than a plan that implements only three percent raises. Green said the council is not required to accept what was submitted. "They did give us a plan and a proposal. It was a bad one, it was not a good one, and we don't have to accept it. We can't modify it, but we can suggest something else."

For people here, this fight lands squarely on two things: how many officers are on the street and how much the city pays them, both of which affect response times and public safety across every part of Lubbock. A $3 million gap is not small in a municipal budget, and where that money comes from, or doesn't, will shape what else the city can or cannot fund.

The council cannot amend the association's proposal outright. Any counter has to come as a separate offer rather than a line-item fix.
