Minnesota sues Abbott to force extradition of ICE agent accused of shooting Venezuelan man

The federal lawsuit, filed in the Southern District of Texas, is the latest step in Minnesota officials' monthslong effort to secure custody of Castro. He faces four counts of second-degree assault and one count of falsely reporting a crime. Castro, 52, was arrested in Cameron County this past May, accused of injuring a Venezuelan man and lying about the Jan. 14 incident.

This legal action directly challenges Governor Abbott's refusal to extradite the officer. Minnesota Attorney General Keith Ellison stated Abbotts refusal is unconstitutional and violates both federal and Texas law.
