Texas Gov. Abbott orders data center permit halt weeks after issuing moratorium - CNBC

The move builds on a moratorium Abbott put in place back in August, when his office first ordered the audit and froze new data center grid approvals. Monday's directive widens that freeze to cover environmental permits too, meaning the state won't sign off on new projects through the normal TCEQ process while ERCOT works through the existing waitlist. Texas has been on pace to pass Virginia as the biggest data center market on the planet by the end of the decade.

For West Texas, where cheap land and wind power have made the region attractive to data center developers, this pause matters. Any company eyeing a build here now has to wait on state regulators before construction can move forward, and that includes the environmental sign-offs that used to run on a separate track from grid approval.

The freeze doesn't kill projects outright, but it slows the pipeline at a moment when Texas has been racing to lock in its lead in a booming industry. Nobody knows yet how long ERCOT's audit will take, and that uncertainty now sits on every data center proposal in the state.
