Officers responded to an anonymous tip about the gathering. Inside the basement, they found the group with visible injuries consistent with abuse, according to the Madison Police Department. The thermostat in the room had been set to 81 degrees.

Police said the vast majority of the men found in the basement were 18 years old. The two arrested suspects are 20.

For the young men involved, most barely out of high school, the incident meant injuries serious enough for police to note them on record, plus a scene organized around discomfort, heat and mess rather than anything resembling a typical fraternity gathering. The unaccredited status of the chapter raises questions about what oversight, if any, existed over what went on inside that house. Investigators are now looking into how the gathering escalated to that point, with the two arrests marking the start of the inquiry.
