Gov. Abbott directs Texas water board to penalize data centers over water reporting failures - Click2Houston

Gov. Greg Abbott directed the Texas Water Development Board on Monday to penalize data centers and other major water users that failed to report their water consumption as state law requires.

Abbott said some of these data centers may have committed civil and criminal violations by withholding required water-use information from the state. He ordered the TWDB to use its enforcement power against past violators and to take legal action against any company that skips future reporting deadlines.

The order does not name specific companies or facilities, and it is a statewide directive rather than a Lubbock-specific one. But West Texas has drawn data center interest in recent years, and water use is not an abstract issue on the South Plains, where the aquifer that feeds much of the region's supply is already stretched thin.

For neighbors here, this is about accountability more than immediate change. Data centers use huge amounts of water to cool servers, and if companies are not accurately reporting that use, state regulators cannot track how much strain they are putting on shared water resources that Lubbock and surrounding communities also depend on.

Abbott framed it as a shared responsibility, saying data centers "must share the duty" of transparent reporting alongside other big water users.

A server farm using water most people never see is now facing the same reporting rules as a farmer pumping from the aquifer next door.
