Abbott's office made the referral on a Friday, about a week after he announced a review of state grants to the operators of both airports. The stations, designed for ritual washing before Muslim prayer, drew the governor's objection on the grounds that government-owned facilities cannot single out one religious group for exclusive benefit.

"These ablution stations single out one subset of the population for special treatment based on religion," Abbott said in a statement. "They are not interfaith chapels open to all. They exist to benefit the Muslim population alone." The proposal was already scrapped before the DOJ referral landed.
