Texas Gov. Greg Abbott has directed the Texas Water Development Board to penalize data centers that fail to disclose how much water they use, a move that could reach the server farms scattered across the South Plains.

Abbott, running for a fourth term, sent a letter to the board saying major water users, including data centers, appear to have committed civil and criminal violations by not filing required water use surveys under the Texas Water Code. He wants the board to use its enforcement authority to punish past noncompliance and impose consequences going forward. Data center growth has become a flashpoint across West Texas, where water is already tight and every new industrial user adds pressure to the same aquifers farmers and cities depend on.

For Lubbock and the surrounding region, this matters because nobody gets a clear picture of who is using what without honest reporting. Data centers use massive amounts of water for cooling. If that use has gone undisclosed, local water planners have been working with incomplete numbers, and Abbott's directive pressures those companies to disclose it or face penalties. That could shape how future data center projects get permitted on the South Plains.

Whether this actually slows new data center construction near Lubbock or just adds paperwork remains an open question.
